In preparation for the Benton County repaving project that will begin in the summer of 2025, the City will be replacing the 1952 concrete sewer services and installing a Cured in Place Pipe (CIPP) on S. 19th St from Applegate to Lowther Pl. The water main line and services will also be replaced in the same area.
The work between College and Applegate will be done at night with the remainder of the project from Applegate to Lowther Pl during the day. Please use alternate routes if possible as there will be an increase in traffic delays and congestion with lane closures during this time.
The City will also be doing a sewer replacement project on N 17th Street between Main Street and College Street with some work happening on N 18th Street near Main Street. This portion of the project is to abandon 2 failed sewer lines on Main Street between N 16th Street and N 18th Street and relocate them off Main Street. There will be nighttime work on Main Street at this location later in the project.

Improvement Project Completed: What does that mean for Philomath?
The Sewer & Water Improvement Project is nearly complete, bringing much-needed upgrades to our sewer and water lines. We appreciate the community’s patience and support throughout this process and are excited to share the final steps as we wrap up this important work.
Why were the lines replaced?
The City identified failing water and sewer lines on S 19th Street. Due to their outdated condition, the City Council approved replacing the original 1952 concrete sewer services and installing a Cured in Place Pipe (CIPP). The work was scheduled for the winter months to align with upcoming street projects.
Who completed the project and where did it take place?
After receiving approval for this $1.6 million project, the bid was awarded to Mid-Valley Gravel, which came in 14% lower than the engineer’s estimate. The project covered:
· S 19th St from Lowther to Main St
· N 19th St from Main to College
· N 17th St from Main to College
What happens next?
Tentatively, in the summer of 2025, Benton County will begin resurfacing both north and south segments of 19th St. Completing our sewer and water upgrades beforehand ensures success with this upcoming work. Final trench paving for 19th St is scheduled for the week of March 24, weather permitting.

Work will begin on 19th Street, between Applegate Street and Main Street, starting this Sunday, January 12th, and will continue for two weeks. Construction will take place nightly from 8:00 PM to 6:00 AM, Sunday through Thursday. Please check back for more updates the first week of February.

Work will be starting December 16th for the installation of the sewer line on S 19th St., between Lowther Pl and Applegate. This will be done during the day. Check back often for updates.
